BMC Approves Use of AI and Drones to Detect Illegal Constructions in Mumbai

The General Body of the Brihanmumbai Municipal Corporation (BMC) has approved a proposal to deploy advanced technologies, including Artificial Intelligence (AI) and drone surveys, to detect and curb illegal constructions and encroachments across Mumbai.
The decision aims to supplement conventional inspection methods with modern tools to identify unauthorized developments at an early stage. Under the approved proposal, which was moved under Rule 59, the civic body will utilize satellite imagery, Geographic Information Systems (GIS), remote sensing, and real-time monitoring systems. These technologies will be used to spot new illegal constructions, unauthorized additional floors, and structural alterations.
In addition to surveillance technology, the proposal recommends the launch of a GPS-enabled mobile application and an online citizen complaint portal. This digital system will allow residents to submit geo-tagged complaints. The integration of GPS data will ensure that the exact location of violations is immediately transmitted to the concerned authorities for prompt enforcement action.
The General Body has directed the Municipal Administration to develop an AI-based Illegal Construction Detection System. The administration is also tasked with conducting regular drone and satellite monitoring, introducing the digital public complaint mechanism, and preparing a time-bound action plan. An implementation report on these measures must be submitted before the House.
According to BJP corporator Tajinder Singh Tiwana, the rapid rise in illegal constructions and encroachments has been adversely affecting urban planning, public safety, traffic management, and environmental protection in the city. The new technological measures are expected to strengthen early detection and enable faster enforcement actions against unauthorized developments across Mumbai.
The municipal administration will now work on implementing these directives to establish a more robust monitoring framework. The integration of real-time monitoring and advanced technology represents a shift from traditional manual inspection methods to a more automated and prompt enforcement system.
