BMC Invites Bids to Revive Pali Hill Biogas Plant in Bandra

The Brihanmumbai Municipal Corporation (BMC) has officially initiated the process to revive and modernise Mumbai’s very first community-level biogas plant, which is located at Pali Hill in Bandra. The civic body has floated an expression of interest (EoI) to identify an organisation capable of sustainably operating the pioneering waste-to-energy project.

According to the official tender notice issued by the H/West ward office of the BMC, applications are being invited from registered companies, institutes, trusts, and enterprises. The chosen partner will be responsible for the complete revival, modernisation, and sustainable operation of the Pali Hill Decentralised Waste-to-Energy Facility. The municipal corporation plans for this operation to run through a special purpose vehicle.

The H/West ward office has announced that applications from interested organisations will be accepted starting from July 14, with the submission window closing on July 27.

This administrative step follows a key site visit that took place in May. During that visit, a team of civic officials went to the Pali Hill location to take stock of the plant's current situation and assess what was needed for its revival. The officials were joined on-site by local corporator Swapna Mhatre and Madhu Poplai, representing the Pali Hill Residents Association (PHRA).

The facility had ceased its operations in August 2025. Before shutting down, the plant had run for eight years, during which it converted wet waste collected from the local neighbourhood into both biogas and electricity.

The plant was originally established by the Pali Hill Residents Association (PHRA) using Corporate Social Responsibility (CSR) funding. During its years of active service, the facility was widely recognised across Mumbai as a leading model for decentralised waste management. Through this new EoI process, the BMC aims to restore the pioneering facility to active service.
