BMC Launches Online Single-Window System For Mumbai Ganeshotsav Pandal Permissions
The Brihanmumbai Municipal Corporation (BMC) has launched an online single-window system in Mumbai to streamline the process of granting civic permissions and police clearances to Sarvajanik Ganeshotsav mandals.
Through the computerised platform, mandals across the city can submit applications for necessary civic approvals and secure No-Objection Certificates (NOCs) from local and traffic police through a unified digital procedure. Applications opened on August 14 and will be accepted until September 13 through the BMC's dedicated portal facility. All approved permissions will remain valid until September 26.
Under the new system, submissions will undergo ward-level scrutiny followed by digital clearances from local and traffic police. First-time applicants setting up pandals on either public or private land must obtain prior approval from their respective zonal deputy municipal commissioner. Once an application receives formal approval and the applicant pays a fee of Rs 100, the local ward office will issue the final permission.
The civic administration has also introduced streamlined renewal procedures for existing organisers. Mandals that hold five-year permissions can renew their approvals online. Before clearances are processed, ward officials will conduct physical site verifications to ensure that the pandal's location and dimensions match previously approved records. Once verified, the application proceeds to police and traffic departments for online NOCs.
For mandals that received one-year permissions in 2025, the BMC has offered two options: renew for a single year in 2026 or apply for a comprehensive five-year permission covering the 2026 to 2030 period.
Alongside the digital clearance system, the BMC has instituted mandatory safety guidelines for festival organisers. Each public Ganeshotsav mandal must send two volunteers to a mandatory one-day civic training programme focused on crowd management, fire safety, first aid, and basic emergency precautions.
The civic body has also strictly prohibited organisers from digging or excavating roads and footpaths while erecting pandals. Mandals have been instructed to adopt non-invasive installation techniques, with the municipal corporation warning that punitive action will be taken against violators.
