CIDCO Drives NAINA Town Planning Schemes Around Navi Mumbai Airport

NAINA is set to emerge as a planned city around the Navi Mumbai International Airport across 95 villages in Navi Mumbai, driven by systematic Town Planning Schemes, according to City and Industrial Development Corporation Vice-Chairman and Managing Director Ashwin Mudgal.

Conceptualised as the influence area north of the international airport, the Navi Mumbai Airport Influence Notified Area was declared as a Town Planning Scheme in 2013. Currently, 12 Town Planning Schemes are in operation or at various stages of implementation, while work on additional schemes, including TPS 13 and 14, is underway.

Mudgal stated that NAINA was planned to ensure growth around the airport happens systematically rather than haphazardly. The region is expected to feature major commercial and institutional developments, including AeroCity, EduCity, MediCity, maintenance, repair and overhaul facilities, hotels, and restaurants, following a model similar to the AeroCity around Delhi airport.

CIDCO is currently addressing ground-level execution challenges, specifically regarding plot demarcation and pre-existing structures. Ground verification is being conducted to ensure that newly designated final plots do not overlap original plots containing houses, temples, or other structures, which could otherwise trigger decades-long legal disputes.

Demarcation has begun in areas where conflicts have surfaced. The planning authority is inviting representations from affected landowners to make necessary adjustments, aiming to secure land required for roads and public infrastructure while resolving landholder concerns.

Mudgal also clarified the distinction between NAINA and the Karnala-Sai-Chirner New Town, known as Third Mumbai. While NAINA covers 95 villages to the north of the airport, KSC New Town spans 124 villages located to the northeast and east.

Officials noted that improved regional connectivity provided by the Mumbai Trans Harbour Link will continue to accelerate development across Navi Mumbai, NAINA, and surrounding zones, requiring coordinated planning to sustain the region's urban expansion.
