Fadnavis Announces 95 Percent of Mumbai Roads to Be Concretized by May 2027

MUMBAI — Chief Minister Devendra Fadnavis announced on Tuesday a major infrastructure and housing push for Mumbai, declaring a target to convert 95 percent of the city's roads into concrete by May 2027. Speaking on key development targets across Dharavi, Colaba, and Santacruz, Fadnavis detailed plans for massive housing redevelopment projects and highlighted the successful implementation of artificial intelligence to combat civic contract fraud.
According to the Chief Minister, the road concretization project is already well underway, with nearly 89 percent of Phase I and 73 percent of Phase II completed. This initiative is part of a broader infrastructure acceleration that includes the construction of the Goregaon-Mulund tunnel, the North Coastal Road, flyovers, railway overbridges, and East-West connectivity corridors.
Fadnavis also outlined extensive housing redevelopment plans led by the Maharashtra Housing and Area Development Authority (MHADA) and the Dharavi Redevelopment Project. MHADA is scheduled to construct 1.08 lakh homes, while the Dharavi project aims to rehabilitate approximately 1.6 lakh residential, commercial, and industrial units.
Under the state's self-redevelopment promotion, residents will be permitted to upgrade their existing 600 square foot homes into significantly larger units ranging from 1,200 to 1,400 square feet.
Addressing monsoon preparedness, Fadnavis noted that Colaba recorded 882 mm of rainfall and Santacruz received 988 mm over a six-day period. To manage the extreme weather, civic agencies deployed 547 operational pumping units, with a total of 990 pumps made available through the Brihanmumbai Municipal Corporation (BMC), MMRDA, and the Railways. The BMC completed 112 percent of its drain desilting targets and 83 percent of the Mithi River desilting ahead of the monsoon.
To combat corruption in these civic works, the state government deployed an artificial intelligence-based fraud detection system. The AI technology successfully exposed irregularities, inflated bills, and fake records in desilting contracts, resulting in penalties of ₹12.5 crore in 2025 and ₹9.25 crore in 2026.
Additionally, the Chief Minister confirmed the approval of the Detailed Project Report (DPR) for extending Metro Line 2B to Chita Camp-Koliwada. Other cultural milestones, including the Dr Babasaheb Ambedkar International Memorial at Indu Mill and the Balasaheb Thackeray Memorial, are currently targeted for completion by January 2027.
