Maharashtra Education Score Rises to 654.6 But Infrastructure and Learning Gaps Remain

In Mumbai, Maharashtra marginally improved its performance on the national Performance Grading Index for Districts (PGI-D) to 654.6 out of 1,000 points, according to the latest year-over-year data released by the Union Education Ministry. While the state showed progress from its previous score of 649.8, its overall standing was dragged down by low scores in learning outcomes and school infrastructure.

The index, which is based on data from the government-run Unified District Information System for Education Plus (UDISE+), revealed significant disparities across different educational domains in the state. Maharashtra's strongest performance was recorded in the "equity" domain, where it scored 90.2 percent, securing 234.4 out of 260 points by successfully closing the achievement gap between different student groups.

In contrast, the state’s worst-performing domain was "learning outcomes and quality," where it registered its lowest relative score of 42.8 percent, translating to 102.8 out of 240 points. This was followed closely by a poor showing in "school infrastructure and facilities," where the state scored just 45.9 percent, or 87.2 out of 190 points.

Nationally, Maharashtra trails behind top-performing regions such as Chandigarh, Punjab, Kerala, and Delhi. The data shows that these top performers outpace Maharashtra because they dominate distinct structural domains. For instance, Chandigarh leads the entire country because of its administrative framework, standing as the single territory to score in the highest national bracket for "governance processes." This was driven by near-perfect marks in tracking funds, institutional leadership, and digital teacher attendance records.

Despite these gaps, Maharashtra maintained its lead over other large industrial states, including Tamil Nadu, Andhra Pradesh, Gujarat, and Karnataka. Furthermore, thirteen states and Union Territories fell below Maharashtra, scoring between 58 percent and 64 percent of the total points. Other states, including Uttar Pradesh, West Bengal, Madhya Pradesh, Bihar, Chhattisgarh, and Jharkhand, scored between 52 percent and 58 percent, while Meghalaya remained at the bottom of the national index.
