Maharashtra Govt Cancels Loan and Verbal Order Appointments in Ministers' Offices

The Maharashtra state government has issued an order to immediately cancel all appointments of officials working in ministers' offices across Mantralaya who were brought in on loan from other departments or assigned through verbal instructions.

Under the directive, officials who fail to report back to their parent departments by Sept 10 will face salary deductions and disciplinary action. The order also mandates that all such personnel must surrender their official Mantralaya entry passes immediately.

According to a government resolution, multiple officers had been appointed to ministerial establishments directly on a contract basis or through external verbal orders without obtaining mandatory clearance from the Chief Minister or the Chief Secretary.

The resolution noted that these unauthorized placements included large numbers of technical personnel, such as doctors, teachers, engineers, and stenographers. Because these individuals lacked proper training and prior experience in ministerial administrative procedures, their postings had disrupted overall administrative functioning and affected regular government work.

The government stated that if ministers face an urgent requirement for additional staff in their offices, a formal proposal must be submitted to the Chief Minister through the Chief Secretary. The administration explicitly prohibited the continued practice of assigning personnel through informal verbal orders or departmental loans.

Additionally, the resolution highlighted that certain positions previously declared obsolete or belonging to dying cadres were still being filled by extending the tenures of retired officers on a contractual basis, a practice the government termed inappropriate.
