Maharashtra Introduces Performance Rating System for Rs 500 Crore Infra Projects
The Maharashtra government on Tuesday introduced a Contractor Performance Assessment and Rating (PAR) Framework to evaluate contractors handling major public infrastructure projects worth Rs 500 crore or more across the state. Issued through a Government Resolution by the Public Works Department in Mumbai, the new framework establishes a rating system to improve construction quality, ensure timely completion, and increase accountability.
The new evaluation mechanism applies to upcoming tenders floated by government departments, statutory bodies, and development authorities across Maharashtra. Participating entities include the Public Works Department (PWD), Maharashtra State Road Development Corporation (MSRDC), Maharashtra State Infrastructure Development Corporation (MSIDC), Mumbai Metropolitan Region Development Authority (MMRDA), municipal corporations, CIDCO, Maha Metro, and MHADA.
Under the framework, bidders seeking to cite completed or ongoing projects to prove their technical capacity must hold a mandatory Performance Certificate. This certificate must be issued by an officer with the rank of Chief Engineer or equivalent, and it will remain valid for 12 months. Bidders submitting projects without a valid certificate will have those projects excluded from technical evaluation.
Evaluations will be conducted out of 100 marks based on documented records such as inspection reports, quality and safety records, non-conformance reports, and digital construction data. Quality of work holds the largest weight at 60 marks, timely completion accounts for 30 marks, and maintenance during the defect-liability period or overall performance accounts for 10 marks.
Contractors will be classified into three categories based on their weighted average performance scores. Bidders scoring above 80 points will be placed in the Green category and subject to standard tender conditions. Those scoring between 60 and 80 points will be placed in the Yellow category, requiring them to provide performance security and additional performance security at 1.10 times the specified rate.
Contractors scoring below 60 points will be assigned to the Red category and disqualified from participating in tender processes. The assessment will also consider lab and field test results, environmental compliance, structural performance, deployment of manpower and machinery, and the use of modern construction technologies.
