Maharashtra orders probe into stamp duty scam of up to Rs 20000 crore

Maharashtra Revenue Minister Chandrashekhar Bawankule announced in the state assembly in Mumbai on Thursday that the state government has ordered a high-level investigation into a massive stamp duty scam. The scam, which involves systematic irregularities in adjudication proceedings and unauthorized property registrations, is estimated to have caused a loss of Rs 10,000 crore to Rs 20,000 crore to the state treasury.
The probe will be conducted by a specialized task force under the state accountant general. This task force is mandated to investigate stamp duty adjudication cases across the state of Maharashtra that occurred between April 1, 2021, and March 31, 2026.
Speaking in the state assembly, Bawankule explained that the government decided to act after receiving detailed reports of serious irregularities in the state's adjudication proceedings. According to the minister, the stamp duty in these cases was allegedly assessed at higher values and was subsequently reduced through the deliberate misuse of quasi-judicial powers.
Bawankule noted that the initial findings of the department point to a massive financial impact. "Preliminary indications suggest that irregularities amounting to between Rs 10,000 crore and Rs 20,000 crore may have occurred," the minister stated.
The Revenue Minister emphasized that the fraudulent activities were not isolated incidents but were instead executed in a highly organized manner. "We have taken serious note of irregularities in stamp duty assessments and unauthorised property registrations that have caused significant losses to the state. The irregularities appear to have been carried out systematically and in collusion with vested interests," Bawankule said.
The state government has promised strict disciplinary and legal action against any government officers found to be involved in the fraudulent scheme. Bawankule made it clear that the administration will show no leniency toward corrupt officials.
"Officers involved in such serious misconduct have no place in public service. The government will pursue the strongest possible action against those found guilty," Bawankule added.
