Maharashtra Plans Rs 3,000 Crore Overhaul for Goregaon Film City and New Hubs

The Maharashtra government has outlined a major infrastructure push for the entertainment sector, headlined by a Rs 3,000-crore plan to revamp the Dadasaheb Phalke Chitranagari in Goregaon, Mumbai, alongside proposals for new film hubs in Malad, Karjat, Nagpur, and Nashik.
The proposal was presented to Chief Minister Devendra Fadnavis by the Maharashtra Film, Stage and Cultural Development Corporation Limited (MFSCDCL), the nodal body managing Film City. The state government is currently preparing a Detailed Project Report and will issue an Expression of Interest before appointing an agency or consultant, with Public Private Partnership (PPP) and Build Operate and Transfer (BOT) models under consideration.
Spread over 510 acres on the edge of the Sanjay Gandhi National Park, the Goregaon facility was established in the late 1970s. It features 16 studios and 70 outdoor shooting locations, generating an annual turnover of Rs 125 crore and a profit of about Rs 30 crore while producing at least 50 films and 20 television serials every year. The Rs 3,000-crore investment will upgrade existing facilities, build new studios and sets, and introduce theme-park amenities, hotels, screening theatres, and post-production facilities.
Beyond Goregaon, the state proposes to establish another film hub on 150 acres of Prasar Bharti land in Malad in coordination with the Union Ministry of Information and Broadcasting. The planned Malad hub is intended to support the Goregaon facility with modern studios, tourism projects, hospitality infrastructure, and global partnerships for production and training.
The initiative also covers regional facilities across Maharashtra. On the outskirts of Mumbai, the 47-acre ND Studios in Karjat—founded by the late art director Nitin Desai and taken over by the state in 2024—is set for an overhaul following a DPR and EOI process. In Nagpur district, the government has taken possession of 128 acres in Ramtek for the proposed Rs 1,000-crore Kalidas Chitranagari. In Nashik district, a feasibility study is underway for a 135-acre site at Mundegaon village in Igatpuri taluka, planned as a specialised facility for virtual production, AI-assisted filmmaking, animation, and regional cinema.
MFSCDCL Managing Director Swati Mhase-Patil noted that the expansion seeks to modernize the state's media ecosystem as Film City approaches its 50th year, countering recent production incentives and film city developments launched in Uttar Pradesh, Madhya Pradesh, and Chhattisgarh.
