Maharashtra, Tata Group Plan $11 Billion AI Innovation City Near Navi Mumbai Airport

The Maharashtra government is preparing a time-bound roadmap to expedite the development of a proposed 300-acre Innovation City near the Navi Mumbai International Airport in partnership with the Tata Group, a senior state official announced on Thursday. The joint project involves an investment of $11 billion and is planned as a major hub for artificial intelligence and advanced technology industries.

Speaking at the 6th Real Estate & Infrastructure Investors’ Summit (REIIS) 2026, organised by NAREDCO Maharashtra at the Jio Convention Centre, Kaustubh Dhavse, Chief Advisor (Investments & Strategy) to Maharashtra Chief Minister Devendra Fadnavis, detailed the initiative. Dhavse stated that the infrastructure developed in the state provides an opportunity to take Mumbai, Maharashtra, and India forward, noting that the priority is now to execute the initiative at scale.

The proposed AI Innovation City is designed to accommodate large-scale AI data centres, high-performance computing facilities, semiconductor-related operations, and Global Capability Centres (GCCs). Dhavse stated that data centres represent a critical component of Maharashtra's emerging digital infrastructure ecosystem, noting that the state currently accounts for approximately 66 per cent of India’s data-centre capacity.

To support the wider technology framework, the state government plans to integrate universities, healthcare facilities, and specialized knowledge institutions to train a skilled workforce for AI and advanced industries. Maharashtra's broader AI strategy also incorporates the creation of six Centres of Excellence and AI Innovation Regions across the state. Dhavse stressed that predictable policies, credible execution, and infrastructure-led development remain essential to converting investor interest into concrete economic results.

The summit also featured discussions among industry executives on the role of regional infrastructure in creating new commercial nodes. Pranav Adani, Director of Adani Enterprises, remarked that the convergence of infrastructure and real estate would be essential to supporting the country's next growth phase. Gautam Singhania, Chairman of Raymond Realty, noted that infrastructure-led development is currently reshaping Mumbai and the broader metropolitan region.

Dr Niranjan Hiranandani, Chairman of NAREDCO India, described the "Mumbai 3.0" expansion as a major opportunity to establish fresh growth centres. Kamlesh Thakur, President of NAREDCO Maharashtra, added that redevelopment initiatives must prioritize the establishment of complete, liveable communities underpinned by adequate physical and social infrastructure.
