Maharashtra to Develop 147 MSRTC Bus Stands Under PPP Model
The Maharashtra state government will redevelop 147 Maharashtra State Road Transport Corporation (MSRTC) properties, including major bus stations, under Phase-I through a Public-Private Partnership (PPP) model, Deputy Chief Minister Eknath Shinde announced during a review meeting on Tuesday in Mumbai. Conceptual designs for initial redevelopment projects, including site plans for Borivali in Mumbai and Dahivadi in Satara district, were presented to state officials during the meeting.
The initiative aims to modernise public transit infrastructure across the state while creating a long-term, sustainable source of revenue for the transport corporation. Under the proposed PPP framework, MSRTC will retain complete ownership of all land holdings without any permanent land transfers. Private developers will bear 100 per cent of the construction costs, ensuring that neither the state government nor the transport corporation incurs a financial burden for construction.
In exchange for commercial development rights, MSRTC will receive an upfront premium as well as regular annual rental payments from private developers. Shinde noted that developing the surrounding infrastructure will also increase the overall value of MSRTC's land holdings across Maharashtra. To maintain financial security and transparency, projects will be awarded through e-tendering, with fund control managed via escrow accounts, security deposits, and a mandatory five-year defect liability period.
The plan incorporates modern bus ports equipped with upgraded passenger amenities, administrative offices, commercial facilities, hospitals, cinemas, and citizen service centres. Environmental features will also be integrated into the sites, including solar power systems, electric vehicle charging stations, and dedicated charging infrastructure specifically for MSRTC's electric buses to help lower carbon emissions and energy expenses.
State Transport Minister Pratap Sarnaik said the project is structured to build high-quality, iconic structures that enhance urban aesthetics and support MSRTC's financial strength. State officials studied modern bus port developments in Gujarat's Ahmedabad and Vadodara, alongside Karnataka's KSRTC passenger services and management practices, to formulate the 'Maharashtra ST Corporation 2.0' initiative.
MSRTC currently transports approximately 5.5 million passengers daily across Maharashtra with a fleet exceeding 15,500 buses. With many existing bus stations over 40 years old, the state is pushing to replace outdated infrastructure with modern, safe, passenger-centric facilities.
