Maharashtra to Form Legislative Panel on Government Employee Transfers and Reforms

On Friday, July 3, 2026, General Administration Department Minister Ashish Shelar announced in the Maharashtra Assembly in Mumbai that the state government will constitute a legislative committee to recommend measures for regulating the transfers of government employees.
The announcement came during a session in the assembly, where lawmakers gathered to discuss public administration and policy reforms. The upcoming committee will feature representatives from both Houses of the Maharashtra state legislature, ensuring joint participation in drafting the regulatory framework.
According to Minister Shelar, the panel is being formed to address critical areas of governance. Its primary objectives will include recommending measures to improve administrative transparency, ensuring the faster disposal of official files, and establishing clear guidelines to regulate the transfers of government employees.
Minister Shelar made this announcement while replying to a legislative discussion on the Maharashtra Government Employees Transfers Regulation and Prevention of Delay in Discharge of Official Duties (Amendment) Bill, 2025.
The proposed legislation is a private member's Bill. It was initially introduced by Sudhir Mungantiwar, a senior legislator belonging to the Bharatiya Janata Party (BJP).
The decision to form the committee marks a step toward reforming the state's administrative machinery, focusing on reducing bureaucratic delays and bringing more order to civil service transfers.
