MHADA Proposes Redevelopment of Khar and Borivali Housing Colonies

Proposals to holistically redevelop two aging housing layouts in Khar and Borivali under the Construction and Development Agency (C&DA) model have been submitted to the Maharashtra government, officials confirmed on July 1, 2026. The Maharashtra Housing Area and Development Authority (MHADA) aims to transform approximately 1.25 lakh square meters of prime land at Ram Krishna Nagar in Khar and the Old MHB Colony on Gorai Road in Borivali, affecting over 1,700 homes that are more than 50 years old.

Under the proposed C&DA model, a chosen development agency will take over the sites to build modern residential areas equipped with basic amenities and open spaces. The project will incur no cost for MHADA, which will instead receive either a land premium or constructed homes. The remaining area will be designated for the developer's sale purposes.

The Old MHB Colony on Gorai Road in Borivali is the larger of the two sites, spanning 1,03,405 square meters. The plot contains approximately 20 MHADA buildings with around 1,727 homes ranging in size from 225 to 450 square feet. Residents of this colony have long demanded redevelopment due to the deteriorating state of the buildings.

On July 1, 2026, a slab fell in one of the homes in the Borivali colony. While no injuries were reported, residents highlighted that leaks are prevalent across all buildings. Gopal Sawant, a 60-year-old resident whose family owns flats in buildings 18 and 21, noted that everyone in the colony wants redevelopment. Manoj, a building secretary, added that the structures require repairs every three years, while local BJP corporator Shiva Shetty confirmed that two to three buildings are in terrible condition.

The Borivali residents previously spent 15 years in unsuccessful redevelopment talks with SBM Realtors, which ended in an ongoing court arbitration case after residents and MHADA retracted their consent.

In comparison, Ram Krishna Nagar in Khar, located near the Khar railway station in the west, covers a smaller area of about 25,234 square meters. This layout consists of 17 buildings housing 234 homes that range from 387 to 507 square feet. Following redevelopment, residents here are expected to receive larger homes ranging from 882 to 1,120 square feet.

MHADA officials confirmed that the proposals were sent to the state government in May, and they are currently awaiting a response. Once approved, the development agency will be selected through a competitive tender process. The redevelopment will be executed under Regulation 33(5) or 33(9) of the Development Control and Promotion Regulations (DCPR), 2034, which offers a Floor Space Index (FSI) of around 4 along with additional fungible FSI.
