MHADA summons developer over unpaid rent and pending flat in Elphinstone Road project

On Monday, July 13, 2026, Maharashtra Housing and Area Development Authority (MHADA) Vice President and Chief Executive Officer Sanjeev Jaiswal directed officials to summon a developer for a hearing over a resident's complaints regarding a pending rehabilitation flat and unpaid transit rent. The directive was issued during a public grievance hearing held at the MHADA headquarters in Bandra (East), concerning a redevelopment project on Fitwala Road at Elphinstone Road in south Mumbai.

The hearing was conducted under the chairmanship of Jaiswal as part of MHADA's 19th Lokshahi Din programme. The Lokshahi Din serves as an official platform for addressing public grievances related to the functioning of the housing authority. Officials heard a total of two applications during Monday's session.

One of the applications was filed by Deepak Sonawale, a resident of Building No. 18, which is a cessed building located on Fitwala Road. Sonawale explained to the authority that the Mumbai Building Repairs and Reconstruction Board had previously issued no-objection certificates (NOCs) to the developer in 2006 and 2009 to undertake the redevelopment of the property.

According to the complaint, despite the redevelopment process moving ahead after the NOCs were issued, the developer has failed to allot Sonawale his rehabilitation tenement. In his submission to the authority, Sonawale also alleged that the developer has failed to pay his monthly transit rent and has not yet executed the required Permanent Alternate Accommodation Agreement (PAAA).

Following the presentation of the case, Jaiswal instructed MHADA officials to officially summon the developer to a hearing. Jaiswal stated that the authority would issue appropriate directions to ensure that the developer fulfills the resident's legitimate claims. These claims include the immediate allotment of the rehabilitation flat, the payment of all pending transit rent, and the formal execution of the Permanent Alternate Accommodation Agreement.
