Mumbai BMC 1916 Emergency Helpline Suffers Over Six-Hour MTNL Outage

The Brihanmumbai Municipal Corporation's 24/7 civic emergency helpline, 1916, experienced an outage lasting over six hours on Tuesday, September 1, 2026, following technical failures at a Mahanagar Telephone Nigam Limited (MTNL) telephone exchange. Regarded as Mumbai's primary civic emergency lifeline, the helpline operates directly out of the BMC headquarters located in Fort.

The 1916 short code is utilized by citizens across Mumbai to report civic issues and monsoon-related emergencies. The prolonged service disruption on September 1 temporarily prevented citizens from connecting with the civic body through this primary contact channel.

Despite the breakdown of the telephone line, municipal disaster management operations continued functioning throughout the downtime. Civic authorities maintained emergency coordination across the city by directing response calls and communications through alternative helplines and supplementary communication networks.

Officials from MTNL attributed the breakdown to technical issues within the telecom provider's telephone exchange system. The September 1 failure marked the latest incident in a series of multiple service disruptions that have affected the BMC's 1916 emergency helpline across the ongoing monsoon season.

Speaking on Thursday, civic officials familiar with the matter confirmed that the helpline recorded two major disruptions during this monsoon. An official pointed out that the count was "a number that is much less compared to the past," even though the outage caused temporary inconvenience to citizens trying to reach municipal teams.

Following these recurrent technical breakdowns on MTNL lines, the Brihanmumbai Municipal Corporation is actively pursuing discussions to transition the emergency helpline to an alternative telecom service provider. The civic body is exploring a shift to a private operator that offers lower downtime and improved network reliability.

As a civic official noted, "discussions are on to switch to an operator with less downtime, similar to how our internal hotline was migrated to a private operator in April this year." That earlier transition in April saw the BMC move its internal hotline network away from MTNL infrastructure to a private operator to support uninterrupted municipal communications.
