Mumbai Court Dismisses Corruption Complaint Over Wadala Slum Rehabilitation Project

On July 4, 2026, a special corruption court in Mumbai dismissed a complaint alleging irregularities, document fabrication, and fund diversion in the Anand Nagar Slum Rehabilitation Authority (SRA) project in Wadala. The complaint, which targeted Omkar Realtors and Developers, Yes Bank, and SRA officials, was rejected due to a lack of supporting documentary evidence.

The private complaint was originally filed in April 2023 by Surendrakumar Surana, the former managing partner of Surana Construction. Surana claimed that his firm had initially undertaken the redevelopment of the land under the SRA scheme before the project was handed over to Omkar Realtors.

According to the complaint, Omkar Realtors allegedly colluded with SRA officials to increase the number of eligible slum dwellers from 139 to 405 using false and fabricated documents. Surana also alleged that the developer fraudulently secured a floor space index (FSI) of 4 and transferred it to another sale project located in Worli.

Furthermore, the complaint accused Omkar Realtors of obtaining a Rs 410 crore loan against the redevelopment project on land owned by the Brihanmumbai Municipal Corporation (BMC) and diverting those funds elsewhere. Surana also claimed that the developer submitted a forged report to Yes Bank regarding FSI that did not actually exist.

Surana stated that he had previously approached several authorities regarding these issues but received no response, which prompted him to file the private complaint before the special court.

However, the special court observed that there was no specific documentary evidence connecting the accused individuals or entities with the project or property mentioned in the complaint.

The court noted that the documents submitted by the complainant mainly consisted of notices under the Maharashtra Regional and Town Planning Act and correspondence with the Anti-Corruption Bureau.

Ultimately, the court ruled that the complaint contained only vague and general allegations. It concluded that the submission failed to establish that Surana Construction was the original developer or that the project had subsequently been handed over to Omkar Realtors.
