TMC to Form New Company to Accelerate Cluster Development in Thane

The Thane Municipal Corporation (TMC) administration has decided to set up a dedicated special purpose entity, titled 'Thane Cluster Development & Area Improvement Company Limited' (TCDAICL), to expedite urban renewal and cluster development projects across the city. A detailed proposal regarding the establishment of the company will be tabled for approval at the civic body's General Body Meeting scheduled for August 17. Ground-level construction work under the scheme has already commenced in the Kisan Nagar area, while pre-development activities are underway in several other parts of the city.

Thane city houses a significant number of old, dangerous, and unauthorized buildings. During every monsoon season, incidents of building collapses present serious threats to life and property, highlighting the urgent need for structural redevelopment. The Cluster Development Scheme was introduced to provide safe, legally owned, and permanent housing to residents currently living in hazardous structures under constant fear.

The project is considered an ambitious flagship initiative envisioned by Deputy Chief Minister Eknath Shinde. To date, 51 Urban Renewal Plans (URPs) have been prepared within municipal limits. While the City and Industrial Development Corporation (CIDCO) is executing certain cluster layouts, the TMC plans to directly act as the implementing agency for the remaining urban renewal plans.

Recognizing the extensive scale of the project and the necessity to execute multiple complex plans at the same time, the civic administration identified the need for an independent, fully empowered execution body under direct municipal control. Under this new framework, the company will directly oversee and execute selected urban renewal cluster plans.

The proposal seeks to empower the Municipal Commissioner to decide which specific cluster plans will be executed via the new company. Civic officials anticipate that an independent company structure will significantly accelerate decision-making, town planning, and ground-level execution.

Following the anticipated approval at the General Body meeting on August 17, the proposal will be submitted to the State Government for final authorization. Once state approval is secured, the newly formed company will officially take charge of the designated cluster development projects across Thane.
