Union Warns Panvel Municipal Corporation Over Unpaid Security Guard Salaries
The Hind Mazdoor Kisan Panchayat, Maharashtra, has warned the Panvel Municipal Corporation that it will initiate contempt proceedings if the civic body fails to comply with court directions to clear all pending salaries owed to municipal security guards along with interest.
In a letter addressed to the Panvel civic administration, the union alleged that security guards have been subjected to threats of service termination while their earned salaries continue to be withheld. According to the union, these actions disregard contractual provisions, government resolutions, and previous orders issued by the Industrial Court.
The union termed the withholding of wages and threats of termination an unfair labour practice under the provisions of the Industrial Disputes Act, 1947, as well as a direct violation of the principles of natural justice. It noted that affected workers and the union have had to approach several legal forums to seek relief over the ongoing dispute.
Multiple legal proceedings regarding the matter remain pending before judicial bodies. These include writ petitions Nos. 10436/2024 and 17502/2024 in the Bombay High Court, along with proceedings under ULP Nos. 89/2025 and 109/2025 before the Industrial Court. Furthermore, a criminal case bearing No. 25/2025 is currently pending before the Labour Court.
The current confrontation stems from an interim order passed on July 29, 2025, by the Industrial Court in ULP Application No. 89/2025. The Panvel Municipal Corporation had challenged this interim ruling before the High Court. The High Court subsequently heard the matter in detail on July 31, 2026, and issued its order regarding the guards' grievances.
Following the High Court order, the union demanded immediate and strict compliance from civic authorities. The representation calls for all unpaid salaries to be disbursed to the security guards in a single lump sum payment, supplemented by applicable interest calculations.
The union submitted individual applications from the affected security guards alongside its official letter to emphasize the severity of the situation. It cautioned the civic administration that failure to adhere to the judicial directions will leave the union with no choice but to file formal contempt proceedings against the corporation.
