Cuffe Parade Marina And Floating Hotel Proposal Wins Key Coastal Clearance

On June 16, the Maharashtra Coastal Zone Management Authority (MCZMA) recommended Coastal Regulation Zone (CRZ) clearance for a major luxury waterfront redevelopment and marina project in Cuffe Parade, Mumbai. Submitted by Rashmi Developments Private Limited, the ambitious project aims to ease road traffic congestion through water-based transport, boost tourism, and enhance public access to the city's waterfront.

The proposal cleared a key procedural hurdle during the MCZMA meeting, but still requires further statutory environmental and CRZ approvals before any physical construction can begin on-site.

The proposed premium marina complex is designed to serve as a gateway to a larger waterfront development. The main marina building will house a variety of public and private facilities, including a yacht club, executive lounges, conference facilities, an art gallery, exhibition spaces, cafes, and restaurants. It will also feature a pier with berthing facilities, premium retail outlets, a helipad, and dedicated operational zones for seaplanes and vertical take-off and landing (VTOL) aircraft.

To accommodate long-stay guests, tourists, and corporate visitors, the project plans to include luxury serviced apartments in studio, 1-BHK, 2-BHK, and 3-BHK configurations.

A major highlight of the proposal is a seven-star floating hotel anchored approximately two nautical miles off Nariman Point. This offshore hospitality facility is planned to feature nearly 520 rooms, a 1,530-seat theatre, multiple restaurants, and luxury lounges. Visitors will access the floating hotel via speedboats, seaplanes, and helicopters.

The development involves construction within a CRZ-IV area through reclamation. The land-based plans feature an eight-storey structure, comprising two basement levels and six upper floors, with a total built-up area of approximately 35,000 square metres.

Because the proposed construction exceeds the 20,000 square metre threshold, the project requires Environmental Clearance from the State Environment Impact Assessment Authority, alongside composite approval under the Coastal Regulation Zone framework.

During its meeting, the MCZMA resolved to forward and recommend the proposal to the Ministry of Environment, Forest and Climate Change (MoEFCC) for final CRZ clearance under the CRZ Notification, 2019, subject to compliance with specific conditions.
