BMC Serves Show-Cause Notices to 35 Doctors at Jogeshwari Trauma Centre
The Brihanmumbai Municipal Corporation has issued show-cause notices to 35 postgraduate doctors at the HBT Trauma Care Centre in Jogeshwari after an inspection uncovered irregularities in their biometric attendance records, officials confirmed on September 8, 2026.
The administrative action followed a visit on Monday by Dr. Chhaya Shinde, Dean of Dr. R.N. Cooper Municipal General Hospital and HBT Trauma Care Centre. The crackdown comes amid allegations that several medical professionals were spending barely an hour at the municipal hospital while drawing their full salaries.
Dr. Shinde confirmed that she personally detected the discrepancies during her inspection. "I found irregularities in the biometric attendance during my visit. Accordingly, notices have been issued to the concerned doctors and they have been asked to submit their replies," Dr. Shinde said.
According to the notices, biometric logs revealed multiple instances of incomplete attendance, including cases where doctors had recorded only a single punch without a corresponding entry or exit punch. The notices stated that proper biometric attendance is mandatory for all municipal employees and is essential for discipline, punctuality, and accountability in government service. The administration warned that unapproved attendance failures could constitute negligence, dereliction of duty, and misconduct under municipal rules.
The 35 doctors include lecturers, speciality medical consultants, and bonded doctors across several departments, including gynaecology, orthopaedics, anaesthesia, paediatrics, ENT, radiology, psychiatry, general surgery, dental, nephrology, and microbiology. Sources indicated the administration expects doctors to complete their required seven to eight hours of daily duty, adding that personnel unwilling to comply should resign.
The doctors have been given 48 hours from the receipt of the notices to submit written explanations along with supporting documents. The notices also specify that any day with only a single biometric punch may be treated as absent, subject to verification.
The latest action follows an enforcement measure last month, when the civic administration terminated a contractual lecturer and in-charge of the Department of Medicine at HBT Trauma Care Centre over biometric attendance irregularities. The municipal corporation warned that if the explanations provided by the 35 doctors are unsatisfactory or not received within the deadline, formal disciplinary proceedings will be initiated.
