RIL Resubmits Coastal Road Open Space Master Plan to BMC to Meet 15% Cap
Reliance Industries Ltd (RIL) resubmitted a revised master plan and concept design for the Coastal Road open spaces to the Brihanmumbai Municipal Corporation (BMC) on July 17, scaling back ticketed recreational areas to meet a Supreme Court mandate. The proposed project spans the reclaimed stretch along the seafront from Nepeansea Road to Worli.
The revised submission follows a Supreme Court clarification issued in June, which allowed up to 15 per cent of the Coastal Road open spaces to be used for ticketed recreational facilities and access-controlled areas. The court mandated that the remaining 85 per cent of the space must remain freely accessible to the general public.
Civic officials reviewed RIL's earlier proposal and found that 19 per cent of the space had been designated for ticketed recreational facilities. The BMC instructed RIL to reduce this proportion to align with the court's 15 per cent limit, necessitating the updated submission.
Under the revised layout, 85 per cent of the area will remain free for public use. Proposed amenities include an event lawn at Worli, an observation deck, a native tree museum, and a scenic overlook directed towards Haji Ali Dargah.
The plan also incorporates three cultural gathering spaces, two pet parks featuring an off-leash area for dogs, and a food and beverage destination.
The project area is organized into six planning zones: Zone 1 (Nepeansea Road), Zone 2 (Breach Candy), Zone 3 (Mahalaxmi Temple), Zone 4 (Haji Ali and Racecourse), Zone 5 (Worli South), and Zone 6 (Worli North).
