State Orders High-Level Inquiry Into NSCI Worli Financial Irregularities

On Tuesday, July 7, 2026, the Maharashtra government announced a high-level inquiry into alleged financial irregularities, land encroachments, and rule violations at the National Sports Club of India (NSCI) in Worli, Mumbai.
Minister of State Madhuri Misal made the announcement in the Legislative Council, confirming that a detailed report will be completed within three months. She stated that criminal cases will be registered against those found guilty based on the inquiry's findings.
The probe was initiated following a question raised in the Legislative Council by BJP MLC Prasad Lad regarding the functioning of the club. To ensure transparency, the investigation will be conducted by a joint committee headed by an Additional Chief Secretary. The committee will also include five legislators from the Public Accounts Committee (PAC).
During the legislative discussion, Shiv Sena (UBT) MLC Anil Parab raised serious allegations against the club's administration. Parab claimed that a portion of the club's 17.39-acre land in Worli had been encroached upon. He also alleged that contracts had been illegally extended through the manipulation of documents and questioned the operation of commercial activities that did not align with the club's primary goal of promoting sports.
In response to these concerns, Misal stated that the newly formed committee will conduct a comprehensive audit of the NSCI. The probe will examine financial transactions, land use, and administrative functioning to find the root causes of the alleged irregularities.
Misal also highlighted past actions taken against the club, noting that previous audits by the Comptroller and Auditor General (CAG) had already resulted in significant financial recoveries by the Brihanmumbai Municipal Corporation (BMC). The civic body previously recovered Rs 67 crore following a CAG report, and later collected an additional Rs 11 crore after new findings revealed unauthorised constructions. The government is currently recovering outstanding dues for the current financial year.
Following directives from the Public Accounts Committee, the state government is also moving to halt all non-sporting commercial activities at the Worli club. These activities will remain suspended until all violations are rectified and full statutory compliance is ensured.
