BMC Seeks Approval to Extend Mulund Biomining Contract by 216 Days

The Brihanmumbai Municipal Corporation (BMC) is seeking the standing committee's approval to extend the contract for biomining and remediation work at the Mulund dumping ground by 216 days. The extension is required to process an additional 7 lakh metric tonnes of legacy waste discovered at the landfill site.
The proposal, scheduled for discussion at the August 25 standing committee meeting, seeks approval to extend the revised contract period up to April 19, 2027. BMC has proposed continuing the work with the existing contractor, M/s Bio Mining India Pvt Ltd, at the current rate of Rs 798 per metric tonne.
According to the civic administration, floating a fresh tender would lead to project delays and additional expenditure. Processing the additional 7 lakh metric tonnes of waste at the existing contractual rate will cost the civic body approximately Rs 55.86 crore.
The original contract was approved by the standing committee in June 2018 for a six-year period, which included a one-year mobilisation phase and five years of execution. Under that agreement, the agency was tasked with clearing 70 lakh metric tonnes of legacy waste.
The contractor has already completed the processing of the initial 70 lakh metric tonnes. However, a subsequent contour survey and site assessment revealed the presence of approximately 7 lakh metric tonnes of additional old waste at the Mulund site, necessitating the extension.
